為強化全社會韌性，面對災難或極端狀況，學習自助及助人，各級學校透過演練，可落實校內師生安全防護，同時扮演「社區韌性中心」的角色，提供安全避難場所與防災教育資源，以實踐學校與社區互助共好的理念。
